The National Anti-Corruption Bureau of Ukraine (NABU) uses a Russian hardware complex and manipulates forensic results with the help of private experts whose services are paid for with state funds. Furthermore, Bureau detectives pressure experts within the Ministry of Justice system to obtain "correct" forensic reports. This was reported by Ukrainski Novyny, according to UNN.
Commenting on reports regarding the use of Russian equipment and software by NABU experts, lawyers stated that this is not the first violation on the part of the Bureau.
"NABU officers have long been involving 'their own' private experts to conduct examinations and obtain the necessary conclusions, generously paying for their services at the expense of state funds; they substitute expert conclusions with 'specialist' certificates, where the detectives themselves play the role of specialists, and regularly use blackmail and threats against experts in the Ministry of Justice system to obtain 'correct' and 'fast' examinations in violation of current methodologies and rules," they wrote.
According to them, such "law enforcement activity is aimed at the instantaneous, unsubstantiated, and public recognition of a person as guilty of an offense and their removal from socio-political activity. The consequence of this is often deprivation of liberty, complete social discredit, and the subsequent 'artificial legalization' of such a person's guilt in the HACC (High Anti-Corruption Court)," the lawyers noted.
However, according to their assessments, the situation could worsen if an "independent" forensic unit is created within the structure of the Anti-Corruption Bureau.
"Now the grant-funded mafia is promoting another message about the need to create an 'independent' forensic expertise unit within the NABU structure, so that all examinations ordered by this body end with the conclusions necessary for the investigation regarding evidence of the suspects' guilt," they reported.
If the relevant bill is passed, the lawyers emphasized, the "schemes" for obtaining desired forensic reports that have been developed over the years will be cemented.
As previously reported, while conducting a technical examination of an audio recording against People's Deputy Yulia Tymoshenko, NABU used equipment with Russian software. She stated this to journalists during a briefing following the court hearing of the case.
