According to the Prosecutor General, the largest part of these funds, 217.5 million hryvnias, was received by the state in April after a long legal dispute with one of the leading fuel suppliers.
"The audit revealed that during the procurement of fuel and lubricants for the needs of the Armed Forces in 2022-2023, the supplier groundlessly included VAT in the cost. This violated the requirements of current legislation. In fact, the state overpaid millions of hryvnias for fuel, which should have remained in the budget and been used to meet the needs of the army," the Prosecutor General noted.
According to Kravchenko, the Prosecutor General's Office has filed a number of lawsuits in commercial courts in the interests of the state, represented by the Ministry of Defense, against suppliers to recover unduly acquired funds.
"We defended our position in courts of all instances. The Supreme Court put the final point. In addition to the overpayment, fines and inflation losses were recovered. As of today, the decision has been fully executed, the funds are already in the accounts of the Ministry of Defense," Kravchenko said.
In total, according to him, "all 296 million hryvnias returned in 2026 will be directed to strengthening the country's defense capabilities."
